摘　　要： 目的了解我国动物福利及其法规的现状。方法查询近五年来维普收录的论文资料。结果我国虐待与残害动物的现象比较普遍,我国有关动物福利的法规零散且缺乏系统性。结论切实保障动物福利,首先要在法律上承认动物具有一定权利。对于如何把握动物福利尺度的问题,需要结合国内外理论深入研究动物与人的伦理问题。 Objective To Obtain The current situation of animal welfare and it＇s rules in China. Methods consuiting papers in VIP over the past five years. Results The action abusing or killing animals cruelty is common, and the rules and regulations about animal welfare lacks system. Conclusion To protect animal welfare, we must approve animal＇s right in law at first. About issues How to grasp the scale of animal welfare , we should research the ethical issues of animal and human deeply by way of studying the theory of home and abroad.
