摘　　要： 法律是两型社会建设的制度安排和保障。既存的法律秩序和消费者偏好是影响法律需求的主因。建设初期应由地方政府来供给法律。在供给方式上,应采取强制型法律供给与诱致型法律供给相结合,以强制型法律供给为主的方式。两型社会中法律制度的建设策略有:树立可持续发展的法律供给理念,遵循以现有立法为基础、借鉴和创新相结合的法律供给原则,重视法律供给中市场机制的作用,强化法律供给中的法经济学论证。 Law is the institutional arrangement and safeguard of constructing two - orient society. Existing legal order and consumer preferences are the main reasons for impacting legal need. At the early stage of construction, local governments should supply law. As to the legal supply way, government should take a combination of enforcement - type supply and supply - induced - type, the first being the main. The strategies of constructing legal system for two - orient society are as follows： establishing a sustainable legal supply concept, following the legal supply principle of borrowing and innovating on the base of existing legislation, attaching importance to the role of market mechanism in legal supply and strengthening the demonstration of law and economics in legal supply.
