摘　　要： 公众参与体制及其制度化参与意识和公共信息共享体制的欠缺,社会转型期利益矛盾的积聚,使得突发群体性事件具有其主体的群众性与事件的突发性,数量的递增性与危害的严重性,活动的组织性与择机性,发生领域的广泛性与参与人员的庞杂性以及处置的复杂性。建设回应型政府,才能有利于提高社会对于政府的认同,提高政府对于社会的诉求予以及时回应的动力、能力及其约束,从而,有效应对突发群体性事件。 Sudden occurrence of group incidents show the characteristics of mass participants, unexpected occurrence, increasing number, in troublemaker and complicated serious harm, organized riot, carefully selected time, spreading in area, complex in way of punishment. All these sudden occurrence of group incidents are caused by lacking both in the system of public participation, its institutionalized participation consciousness and system of sharing with public information, as well as more contradiction in profit during social transitional period. Thus, constructing a respondent government is helpful to improve government＇s recognition by society, and the power, capacity and legitimacy of government＇s immediate response to society＇s demands and complaints so as to handle sudden-occurred group incidents effectively.
