摘　　要： 认为地方政府改革是为了追求公共利益的观点,是将地方政府置于企业或社会本位的巢臼,把地方政府作为了改革的被动客体。将地方政府视为改革行为主体,运用行为主体的自利性和个体主义假设发现,地方政府改革动机并不是追求公共利益,而是为了谋求其合法性、谋取私利,彰显领导个性,公共利益只是地方政府追求自身利益过程中实现的副产品。 The view that the reform of local government is carried out for the purpose of pursuing public interest is to put local government in the place of an enterprise or social standard, i.e. to regard local government as the passive object of reform. Based on the egoism of behavioral subject and individualist hypothesis, the writer of this article finds that if we regard local reform is not for pursuing public interest, b government as ut for seeking 1 the behavioral subject of reform, the motivation of the egality and personal gains and displaying the personality of the leaders, that is to say, public interest is just a byproduct of local government in the process of pursuing its own benefit.
