摘　　要： 深圳民生净福利指标体系不仅将政府在社会管理和公共服务领域的职能具体化和可测度化,也是政府履行社会管理和公共服务职能、改善民生的重要政策工具或机制。民生净福利指标体系的实施,既可能产生引导政府施政理念转型、加快政府职能转变和优化、促进政府公共决策科学化以及改善和提高民生净福利水平等正效应,但也可能产生导致公共利益损失、公共财政危机,造成公共资源浪费等负效应。 Shenzhen People＇s Net Welfare Index System not only makes governmental functions in the domain of social administration and public service concrete and measurable, but also serves as an important strategic instrument or mechanism for the government to function in social administration and public to improve people＇s welfare. In a positive sense, the implementing of the People＇s Net Welfare Index service and System may induce a new idea of governing, speed up the conversion and optimization of governmental functions, promote scientific public decision-making of the government and boost the level of people＇s net welfare. In a negative sense, however, it may bring about losses of public interests, public financial crises, and waste of public resources.
