摘　　要： 运用新制度主义制度嵌入性的视角分析农村五保供养制度变迁的机理和过程后认为,制度环境是影响、促进五保供养制度运作与变迁的主导性变量。具体而言,中国农村基本的经济制度、政治与社会管理制度以及国家在农村社会救助、社会福利上的价值取向是五保供养制度所嵌入的最重要的制度环境,这一制度环境也是影响五保制度变迁的最关键变量。随着五保供养所嵌入的制度环境的不断变迁,五保供养制度也实现了从社区救助向国家救助的历史性转变。 By analyzing the institutional change of rural Wubao （5 Guarantees） system from the perspective of in- stitutional embeddedness with Neo-institutionalism, the author holds the view that the leading variable having been influencing and promoting the change is the institutional environment, which concretely refers to China＇s ru- ral basic economic system, political and social administrative system and values of social assistance and social welfare, which are also regarded as the decisive factors in the transition of the ＂Wubao＂ system. With the con- stant change of the institutional environment, the Wubao system achieved the transformation from community- based assistance to a state-based assistance system.
