摘　　要： 双溪村将全村土地集体流转给重庆双溪新农村建设有限公司,由该公司对土地进行规划管理,实现了耕地保护由个体农户分散保护到集体经济组织集中保护的转变。当地政府和"双溪公司"很好协调了土地流转中私人决策与社会决策的矛盾,实现了耕地保护外部性的内部化,有效保护了现有耕地。但土地利用社会决策过程中,也存在政府其他政策目标与耕地保护政策目标的冲突和土地利用规划与新农村规划缺少有效衔接等问题。 Shuangxi village transfered collective land to the Chongqing Shuangxi New Rural Construction Co.Ltd. , and the company carried out unified planning and land management,collective economic organizations focused on the protection was realized. As the local government and ＂Shuangxi company＂ co-ordination the conflict between the private and community decision-making, realized outside benefit turn to the in-house, Arable land were proctected effectivly. But during the community land-use decision-making process, there are also exist the conflicts between other policy goals and policy objectives to protect arable land, lack of effective joinable between land-use planning and the new rural areas planning and so on, such issues should be resolved.
