摘　　要： 三江并流地区同为国家级风景名胜区和世界自然遗产地,包括数个自然保护区和风景名胜区,这些保护区域之间存在诸多重叠之处,导致管理体制不顺、与当地社区居民冲突不断、保护区管理效果不佳等问题。本文在分析三江并流地区多种保护区域重叠的基础上,分析保护区重叠的原因,并提出了解决重叠问题的法律对策。 The area of three parallel rivers of Yunnan protected areas,which is also national scenic area and world natural heritage including nine natural reserves and scenic spots,is a place of national ecological importance.The overlap among various areas results in unreasonable administrative system,conflicting with community residents and poor management effect.Based on the analysis of overlap situation in the area,this paper analyzes the reasons of overlap in protected areas and proposes legal countermeasures in dealing with overlap issue.
