摘　　要： 广州万亩果园由于果树老化,人口膨胀,生态失衡,陷入"自然衰败—人害破坏—更加衰败"的恶性循环中。通过揭示广州万亩果园生态环境污染与果农生存问题之间的矛盾并立足于科学发展观的战略思考,提出生态文明建设、确立有效的循环经济之路和发展要以人为本的政府管理理念;在具体对策上,一是政府履行职责,落实环境治理;二是政府投入,翻种果树;三是建立生态补偿机制;四是完善市场调查与反馈,引入市场。 The Guangzhou Wan-mu Orchard was getting into a vicious circle of natural decay and human damage. The fruit trees aging, population explosion has accelerated the disequilibrium of eco-system. This paper is to show the contradiction between the environmental pollution and farmers＇ livelihood and put forward some strategic thoughts according to the Scientific Development Ideology. The authors suggest the government establish an efficient circular economy mode in the ecological civilization construction and stick to human-oriented principle in the sustainable development. For details, the government first should discharge of their duties and implement the environmental governance; second, invest to re-plant the fruit trees; third, establish an ecologic compensation mechanism; the last, focus on the market research and feedback after the introduction of market.
