摘　　要： 行政派出模式自古就存在,并与我国行政层级的发展变化有着千丝万缕的联系。当前,各种关于减少行政层级改革的设想与实践都绕不开行政派出模式,行政派出模式在减少行政层级中起着临时和过渡作用。通过行政派出模式,合理配置政府内部的职能结构,扩大政府的管理幅度,减轻政府负担,实现集中治理下的政府权力分散化,最终从组织设置上使得减少行政层级成为可能。 The model of administrative dispatch was appeared at ancient times. And it has connected with the born and development of our country＇s administrative levels. Presently, in order to decrease the administrative level, there are many kinds of reform theories and practices around the model of administrative dispatch. And such model has played the temporary and transitional roles in the process. In addition, this model can rationally allocate the inner government function structure , enlarge the government management extent, lighten the government burden, realize the decentralization of government powers and finally make the decrement of administrative level possible for the organizational structuring.
