摘　　要： 随着劳动生产体制日益全球化,农民工淹没在国家和资本共同创造的现代化洪流中。在国家和资本双重控制下,一个失语的阶层无法实现组织化,无法在合法体制内通过产业行动来与资本对抗,但它却导致了各种抗争行动的产生与蔓延:从一般的劳动反抗一直到对资本的抛弃——用脚投票,民工荒便是抗争行动最好诠释。 With the increasing globalization of labor and production system, migrant workers are drowned in the torrent of modernization created by the nation and capital jointly. Under the control of nation and capital, as a class of aphasia, migrant workers can not realize systematization, can not counteract the capital, through industrial action within the legal system. However, it leads to the formation and spread of various protest actions： resistance from the general labor resistance to the abandon of capital voting with their feet, the shortage of migrant workers is the best interpretation of protest actions.
