摘 要: 甘肃省玉门地区风能资源丰富,有着得天独厚的风电发展条件。基于清洁发展机制CDM(Clean Development Mechanism)的要求,从CDM项目额外性分析、基准线情景识别两方面探讨了甘肃玉门发展CDM风电项目的适宜性与潜力,并回顾了玉门地区发展CDM项目的实践情况。此外根据计算确定的基准线排放因子,并结合玉门地区不同时期装机容量的变化,讨论了目前、规划期间及未来开发中玉门地区拟定CDM风电项目的相对CO2减排量与减排效益变化,为获取各种资源发展CDM风电项目提供了依据。 Yumen region of Gansu province is rich in wind energy resources and has extremely good conditions for wind-power development. Based on the demand of CDM (Clean Development Mechanism), the suitability and potential for developing CDM wind-power projects in Yumen region were discussed in this paper by a CDM additional analysis and by identifying the environmental baseline. The development of CDM projects in Yumen region was also reviewed. Moreover, according to the baseline emission factors by a calculation and in consideration of installed-capacity variation in different periods in Yumen region, the relative C02 emission reduction and the emission reduction benefit from CDM wind-power projects at present, in the planning period and the future, were discussed, which provides an important basis for acquiring all kinds of resources for developing CDM wind-power projects.
