摘 要: 商会的组织治理,是商会在与企业、政府的长期互动中,界定自身的性质和相互间关系,并据此不断完善自身治理结构的动态演进过程。行业企业对行业集体利益的维护和追求是商会治理结构不断发展完善的根本动力,而商会只有不断增强提供俱乐部产品的能力并积极参与公共事务治理,才能获得企业和政府的持续支持。究其内容而言,商会组织治理的演进是一个制度化过程。在当前我国的商会发展中,迫切需要加强商会组织建设,建立健全商会治理结构,其具体路径在于超越精英治理模式,构建可持续发展机制,逐步提升社会资本,建立外部退出机制。 The organizational governance of chamber of commerce is a dynamic evolution course in which chamber of commerce defines its nature and the mutual relations in order to improve its own governance structure through the long - term interaction among the chamber of commerce, enterprise and government. To protect and pursue the collective interest of industry is the fundamental motivation to drive the chamber of commerce to improves its governance structure. In order to get the supports from enterprise and government, chamber of commerce must continuously enhance the provideprovision capacity of the club goods and participate in governance of public affairs actively. In term of its contents, the evolution of chamber of commerce's organizational governance is a process of institutionalization. In the current development of China's chamber of commerce, it is urgent to strengthen the organization of chambers of commerce and establish a regular governance structure. In particular, chamber of commerce should beyond the elite governance model, set up a sustainable development mechanism, gradually raise its social capital and the government should establish the external quit mechanism for chamber of commerce.
