摘 要: 介绍了英国学者伯奇的高教体制模型,其主要内容包括:高教体制是一种由方式和组织层次组成的双维结构.方式由规范和运作两种方式组成.规范和运作分别包括内外两面.组织包括个人、基层单位、高校和中央四个层次.方式的四个方面与组织的四个层次组合构成了一个16因素的高教体制矩阵模型.简要评述了伯奇模型的理论意义与不足之处. The article introduces a model of higher education system which is proposed by Tony Bencher, an English scholar. The model is two-dimensional, embracing modes as one dimension and levels of organisation as another. The mode is marked in terms of a distinction between norms and operation: between collective and individual values, aspiration and loyalties on the one hand and what might be called job requirements on the other. Each mode is further to be seen as having an internal and an external aspects. The levels include individual, basic unit, institution and central authority, which is the structural components of the model. Such elements are organized into a sixteen-cell matrix which charts the two modes, each with their two aspects, against the four structural levels. After building the model, Becher further analyzes the relations between the elements. At last, the article simply reviews the two-dimensional model proposed by Becher.
