摘　　要： 本文在分析高新技术产业开发区形成背景、区位环境要求及其作用等基础上,把城市边缘区与高新技术产业开发区结合这一构思一起描述出来,论述了两者结合的充分性和必要性。 This paper focuses on the combination of High and New Technology Industrial Zones (HNIZ) and Urban Fringes. It is based on analyzing the backgrourd, location conditions, functions of HNIZ, then describes some characteristics and present problems of Urban Fringes. Finally, it raises the conception of combining them and discusses the fullness and necessity of the combination.
