摘　　要： 将传统的国有企业逐步改造为有限责任公司或股份有限公司，用公司这种财产组织形式，进一步明确出资人权利和义务。公司制可以最好的体现公有制形式多样化，因为国家财产权最终仍在公司制里完整的依法享有最终权益。 In the course of the transformation of the traditional state owned enterprises into limited companies or limited liability companies, the rights and obligations of the investers will be identified by the organizational form of property as company which can best embody the diversified forms of the public ownersship, for the state proprietary will still completely enjoy according to law final reservation in the company system.
