摘　　要： 地方高等院校如何培育大学生的创新意识和科技创新能力,既是当前高等教育改革的重要内容,也是当代大学生成长成才的迫切要求。从地方高等院校的特点出发,探索地方院校科技与创新教育实践内容以及实践改革思路,并提出科技与创新教育的保障机制,是很有理论意义和实践价值的课题。 How the local higher schools cultivate the innovative consciousness and scientific -technological innovation ability of higher learning students, which is not only an important content of the current higher education reform, but also is an urgent requirement of the student growth in higher contemporary learning. From the characteristics of local higher schools, we explore the practice content of science - technology and innovation education, as well as the thought train of the practice reform, and we put forward the guarantee mechanism of science - technology and innovation education, which is the subjiect of theoretical meaning and nractical value.
