摘　　要： 奥尔森通过对集体行动的分析,得出特殊利益集团的分利性行为是造成国家经济衰退或停滞的根本原因。经济繁荣离不开市场的扩展,而政府政治权力的运用和有利于发挥市场作用的政策则是市场扩展的保证。限制分利集团的行动、扩大政府共容利益和深化民主,从而增强市场的功能仍然是实现经济转型的必要条件。 By analyzing the collective actions, Mancur Olson detected that the fundamental reason for the economic depression and stagnation of a state is the distributing behavior of the interest groups. Economic groom needs the expansion of the market, while the properly exercise of political power and the policies which can make market work well provided by the government are the guarantee for market expanding. Restricting the distributing behavior of interest groups, expanding the common interest of government and deepening the democracy can enhance the market functions which also are the necessary conditions for the successes of economic transition.
