摘　　要： 政策文本研究以文本生产的作者、类型、生产过程及与其他政策文本的关联为研究重点,是教育政策研究的一个重要视角。本文以我国民办高校学历文凭考试试点政策为例,分析指出相关教育政策文本的生产表现出类型多元、作者之间利益不一致以及权威层级模糊的状态。本文认为,这种状态对预测政策文本的实践效果带来了困难,也增加了政策制订和执行的复杂性,但同时也给人们带来了更多可争辩的问题及推动政策变迁的机会。这种政策现象彰显出中国教育政策所具有的多元价值和多目的的特征与意义。 Policy text study that takes writers of text, types of texts, production process and the relations with other policy texts as key study points is an important perspective of educational policy study. Based on pilot policy of national certificate and degree examination in non-governmental higher education institutions, this paper finds that educational policy text exhibits these states： diverse production, inconsistent interests among writers and ambiguous authority hierarchy. The paper holds that these states bring difficulty in predicting practical effect of policy text and add complexity to making and carrying out policy, but they also bring us more questions to argue and more chance to advance policy change. This phenomenon of policy shows plural value of educational policy, features and significance of multi purpose of educational policy in China.
