摘 要: 内在的文化传统与社会现实是影响国家教育改革效果的深层因素。公民理论的两个重要概念"公民资格"与"公民身份"在英国界定中存在着困扰,君主立宪制、贵族传统是对英国公民教育实施效果产生制约的因素。 The inborn culture traits and social realities are deep influential factors for the effect of education reform in a country.There are some puzzle when defining such two important concepts as "citizenship" and "identity" in the UK,and constitutional monarchy and aristocratic tradition have the restricting effect to the implementary result of citizenship education in the UK.
