摘　　要： 信息资源建设依其主体性质,可以分为基于非盈利机制的信息资源建设和基于市场机制的信息资源建设。文章探讨非盈利性信息资源建设的主要内容,论述非盈利性信息资源建设政策的理论依据,分析非盈利性信息资源建设的政策需求,提出非盈利性信息资源建设政策的构想。 According to the main character of itself, the information resources construction can be divided into that based on the nonprofit mechanism and the market - based mechanism. This article discussed the main content of the nonprofit information resources construction, elaborated the theory basis of the nonprofit information resources construction policy, analyzed the policy demand of the nonprofit information resources construction, and has proposed some policy conceptions of the nonprofit information resources construction.
