摘　　要： 加强社会组织建设、发挥社会组织提供公共服务的重要作用、加强政府与社会组织间的合作是我国社会治理模式转变的重要内容。社会组织是社会服务不可或缺的提供者,政府失灵理论、市场失灵理论和非营利失灵理论分别从不同角度解释论述了社会组织提供公共服务这一功能的优越性及局限性。社会组织作为政府的补充和互补,将逐渐成为提供社会公共服务的重要力量。 Building up social organ izations and bringing their public service provider role into fuU play, strengthening the cooperation between government and social organizations are important parts of the social administrative mode transaction. Theories including government failure, market failure and voluntary failure explain from different respects the advantages and defects the public service provider role of social organizations, which as a complementary part for government, will gradually grow up to be an important force in public service provision.
