摘　　要： 文章简述了传统图书馆管理体制对信息资源共建共享建设的制约因素,从图书馆联盟的基础、内涵及其发展、组织、管理模式等进行了分析,提出了适合我国图书馆联盟发展的对策。 This paper gives a brief description of restricting factors, affected by traditional library management system on joint development of information resources and information sharing. By analyzing the foundation, connotation, development and management mode of libraries, the author presents the development strategy which fits for the library consortium in China.
