摘 要: 根据参与主体与制定程序的差异,可将标准分为事实标准和法定标准。标准的非纯粹公共物品属性及其网络外部性导致的市场失灵,与公共政策的有效性一起,构成了政府参与标准竞争的必要性与可行性。在标准生命周期的形成、实现与扩散3个阶段,政府应有不同的角色定位。 According to the differences between main participants and establishing procedures, standards can be divided into fact standards and legal standards. Along with the effectiveness of public policy, the market failure, which caused by the non-pure public goods attribute and network externality of standards, compose the feasibility and necessity of government participation in standard competition. And government should play different role orientations on the three stages of standard life cycle-formation, realization and diffusion.
