摘　　要： 全球化的快速发展,使国与国之间的联系越来越紧密,各国对全球金融稳定、公共健康、公共安全、气候稳定等全球公共产品的需求也越来越强烈。目前,全球公共产品存在供应不足、供应失调、过度使用、未充分利用等问题。造成这些问题的原因包括:消费国"搭便车"的倾向、缺乏超国际的政府权威、意识形态的干扰、决策机制不民主、生产成本的分担方式存在分歧、缺乏激励和约束机制等。 With rapid globalization,countries are more connected with each other,the demand for global public goods such as global financial stability,global public health,global security,climate change has become ever stronger. At present,issues such as insufficient supply,uncoordinated supply,excessive and under use of global public goods still exist.The causes of these issues are consuming countries' tendency of‘ree riding',lack of government authority over international issues,disturbing by different ideologies,lack of democracy in the decision making mechanism,diversion in cost sharing and lack of a mechanism of encouraging and constraining etc.
