摘　　要： 为落实中共十七大关于“全面振兴”东北老工业基地的战略部署，要把东北优化开发主体功能区建设提上日程，并在深化开放中实现这一战略目标。笔者认为，应当致力于合作创建中俄两国边境区域经济振兴带。本文试就合作创建这一振兴带的价值取向、现实优势、功能定位、制约因素四个方面进行论证，并提出一些建议。 In order to implement the strategic plan of 'invigorating in all aspects' the Old Northeast Industry Base approved by the 17th National Congress of Communist Party of China,the improvement of main function area in Northeastern China should be put on agenda and the strategic goal should be achieved through the process of further opening-up.The two authors of the article hold the view that we should make efforts to establish a regional economic invigoration zone along the border between China and Russia.This article is intended for the demonstration of four aspects of establishing the invigoration zone,namely,the orientation of value,real advantageous,functional identification and restraining factors,and will put forward some suggestions.
