摘　　要： 以耕地保护产权不清为特征的基本制度缺陷是耕地保护制度失灵的主要原因。为保护耕地,确保国家粮食安全和社会稳定,需要建立耕地保护区域补偿机制。由于各区域的自然环境、耕地质量以及复种指数的不同,不同区域耕地产出存在差异,耕地质量面积标准的确定成为耕地保护区域补偿机制运行的关键环节之一。该文以区域及全国农用地分等成果为基础,对耕地保护区域补偿机制中面积标准进行探讨。 Basic institutional defects with the characteristics of the dim of property rights of cultivated land preservation were the main reason for protection system failure of cultivated land. In order to protect cultivated land and ensure food security and social stability, regional compensation mechanism of cultivated land preservation should be established. Due to the differences in natural environment, cultivated land quality and multiple cropping index, there Were differences in cultivated land output. The acreage standard determination of cultivated land quality became one of the key links for regional compensation mechanism of cultivated land preservation. Based on the gradation results of regional and national cultivated land, the acreage standard of regional compensation mechanism of cultivated land preservation were discussed.
