摘　　要： 一、问题的提出 新加坡总理李显龙在该国2007年的国庆演讲中提到了修改中央公积金制度，他列举了公积金局现在面对的一个双重挑战，即随着人口平均寿命的延长和家庭规模缩小带来的人口与劳动队伍老化问题。到2030年，每5名新加坡人中就将有1人是60岁以上，如果不未雨绸缪，必将给国家和工作人口带来巨大压力， In 2007, during Singapore＇s national day, Prime Minister Lee Hsien Loong announced that they will reform the system for Central Provident Fund. This system has been carried on for 50 years in Singapore, but at present it faces to many new challenges such as the problem of ageing, the increase of professionals and the expansion of income gap, so the government proposed the reform program called ＂3-enhancement measures＂, which will bring new elements for the system and make that ＂it will be the first nation to successfully solve the problem.＂
