摘　　要： 国内学术界对政府职能作了大量且卓有成效的研究,但对政府灾害与风险管理职能的研究尚有较大研究空间。5.12汶川大地震,从一个侧面反映出政府灾害与风险管理职能发挥存在问题,说明政府灾害与风险管理职能有效发挥的规约性因素需要深入分析。紧急状态下政府灾害与风险管理职能有效发挥如何实现,是值得深入研究的课题。 Local academic circles to the government function make a great contribution to efficient research, but there is still bigger research space, talking of the government disaster and risk management. The writer takes the heavy earthquake of Wen Chuan as actual correspond point, analyzes the problem of government disaster and risk management funtion , meanwhile, explores valid dements between disaster and risk management,how to develop and realize the function of disaster and risk management in an emergency.
