摘　　要： 介绍了我国开展火电厂烟气脱硫特许经营试点工作进展情况,火电厂烟气脱硫特许经营的内涵,以及特许经营有利于控制SO2排放、适应于发电企业和脱硫企业等特点;分析了特许经营试点在认识、法规、财政、金融、税收、价格、管理等方面存在的问题,提出了加强法规制度建设、完善税收政策、调整脱硫电价政策、建立环保产业投资基金、加强信息沟通和制定技术规范等建议。 The development of the Flue Gas Desulfurization （FGD） franchising pilot project of thermal power plants in China is introduced in this paper, including the foundation, purpose, objects, demands and procedures of the FGD project. The mechanism features of the franchise propitious to SO2 control and the power enterprises are presented. It analyzes some main problems existing in the understanding, legislation, financing, taxation, pricing and management of the franchise pilot project. It proposes suggestions and countermeasures with regard to enhancing laws and regulations construction, perfecting the taxation policy, adjusting the electricity pricing policy for the power units with FGD, building the investment funds for the environmental protection industry, strengthening the information communication and establishing the technology criterion.
