摘　　要： 发展循环经济,建设节约型、环境友好型社会,是我国发展模式的必然选择。发展循环经济必须立法先行,循环经济立法已被全国人大常委会提到议事日程。我国循环经济立法还存在若干难点,本文根据我国循环经济的实践,在借鉴国外循环经济法制建设经验的基础上,对我国循环立法的基本原则、循环经济立法中若干难点问题及解决对策进行了探讨。 To develop circular economy,building a resource-saving and environmental-friendly society had been the best choice of our developmental models.The development of circular economy must require to make a law forehead.Our circular economy legislation has already been put on the agenda of the standing committer of the National People’s Congress.However,there are still many problems to be settled in China’s circular economical legislation.Based on China’s practice of developing circular economy before and its experience obtained from studying foreign circular recycling economical legislation and their systems,the paper searches the basic principles that should be identified and the ways to settle the main problems of China’s circular economical legislation.
