摘　　要： 学术界普遍认为英国的民主制度属于内生型,不少学者对此作了大量论述。事实上,借助英国民主制度与公共财政的互动关系分析英国民主制度的生成可以为人们提供新的理论视角和实践支持,即透过英国民主财政的生成原理为我国民政财政的完善提供政策启示。我国民主财政的生成和完善将为改善国家治理,建设和谐社会提供基本的制度保证。 The academic fields take the democracy institution of Britain as a type of the internal with various comments on it. In fact, an analysis of formation of British democratic system on the basis of the interactive relations between British democratic system and public finance, may provide a new theoretical perspective and practical support. That is to say, the formative principle of British democratic financial system may inspire new ideas for the perfection of China＇s democratic financial policy. The formation and perfection of democratic public finance will supply our nation with institutional guarantee for enhancing governance and constructing harmony society.
