摘　　要： 在现有的国有资本监管体系下,要保障国有资本的合理运营需要建立完善的国有资本运营的激励约束机制。文章在分析了现有国有资本监管组织体系的基础上,分层次地对如何建立和完善国有资本运营的激励约束机制进行了探讨。 Under the existing state-owned capital supervision system,it is must to perfect excitation and restraintmechanism of state-owned capital operation for guaranteeing the rational operation of stated-owned capital.Thispaper analyzes the existing state-owned capital supervision system and discusses how to build and improve theexcitation and restraint mechanism in different levels.
