摘　　要： 群体性治安事件突发的前期,正在该区域当值的警组首接指挥中心指令(或接到群众报警)后,常在警情紧、时间急的情况下,迅速赶赴事发现场进行先期处置。由于前期到达现场的警力有限,如何有效并妥善地先期处置事件,对于后续力量顺利处置群体性事件具有十分重要的意义。因此,先期处置的警组应明确其职责范围,行动中遵循及时性、安全性、适度性与保全性四大原则,按行动前的准备工作、行动的实施、事件后续处置的移交工作等三步骤有条不紊地实施,以减少失误,为成功处置该起群体性事件赢得先机。 When public order incidents with group character happen, the police on duty will receive the instructions from the control center and immediately go to the spot to make an initial treatment. Due to the limitation of police force at the initial stage, an effective initial treatment is of great importance for later treatment., Therefore, initial treatment shall make clear its scope of duties and adhere to the four principles of promptness, safety, moderation and conservation.
