摘　　要： 过去大部分文献讨论当"市场失灵"及"政府失灵"时,非营利组织(non-profit organization)可以协助解决,然而在灾害社会工作中,非营利组织也可能产生"志愿失灵"(Voluntary failure)情形。若要解决公私"失灵"问题,可由"公私协力(partnership)机制"来解决。通过"志愿服务"、"公民参与"与"公私合产"等方式,非营利组织督促与协助政府开展救灾工作,克服政府由于威权化(debureaucratization)和分权化(decentralization)所导致的反映迟缓的缺陷。"公私协力机制"也是一种"复合型"的灾害社会工作模式,主张建构政府—民间、民间—民间的联系桥梁,发挥整合性力量。因此,对于公私而言,这不是一种"零和策略",而是一种"双赢策略",当然,最大受益者是广大灾民。 Most scholars maintain that when there are market failure and governmental failure, non-profit organizations can help to solve problems. However, there also appears voluntary failure in the social work for disasters. To solve such failure, we can use the mechanism of coordinative partnership between government and non-profit organizations. Non-profit organizations can supervise, urge and cooperate with government to conduct disaster relief work through voluntary services, public participation and their joint production for some products to overcome the weakness of delay in such work resulting from governmental debureaucarfization and decentralization. Such partnership, as a compound social working mode for disasters, advocates to build a bridge between government and non-profit organizations as well as among non-profit organizations to give full play their combined potential. Therefore such partnership is a win-win strategy for the two sides, and the massive victims will benefit.
