摘　　要： 随着我国煤矿企业安全事故的频发,对煤矿安全的研究成为理论界的一个热点。纵观学者、专家的观点,主要是集中在我国煤矿安全生产的客观现状,是对现有的煤矿安全监察体系内部问题的探讨。但仅局限于现有的煤矿安全生产监管体系,难以抓住问题的实质。我们通过对"左云矿难"这一典型案例剖析发现,公民社会力量的弱小加剧了官煤勾结、煤矿安全事故的频繁发生。 As the coal mining accidents frequently happened in coal industry in recent years, studying coal mining safety accidents has become one of focuses in theory. Looking at experts and scholars＇ argumentations, they mainly focus on the internal discuss about the objective situation of China＇s coal mining safety production and the supervising system of existing coal mining safety accidents. But if we are only confined to discussing the existing coal mining safety supervising system, we will be difficult to get the essence of problem. Through analyzing the typical case of ＂ZuoYun mineral accident＂, we find that weak citizen society＇s power aggravates the frequent occurring of coal mining enterprises and local government colluding with each other and coal mining safety accidents.
