摘　　要： 粮食安全关系问题关系着一个国家的稳定与安全,粮食安全是人们一直关注的焦点问题。从全球来讲,世界可耕作土地越来越少,粮食安全是一个很严峻的问题。粮食安全是一个世界性问题,对我国来说,更是一个重大的问题。大力增产粮食,确保粮食安全,是实现世界和平与发展的一项不可忽视的长期而紧迫的任务。中国历朝历代政府都把粮食安全问题放在首位,视仓廪盈实为盛世景象。粮食是安天下的战略产业。改革开放以来,通过体制创新、结构创新和科技创新,粮食生产取得了举世瞩目的成就。论文分析了粮食安全的含义及问题,探讨了粮食安全衡量指标﹑内容及其含义,针对我国粮食安全的实际情况,提出了相应对策。 From global view, the tillable land is litter and litter in the word, food security is a severe problem. Food security is also a worldwide problem, for our country, it＇s more significant. Increasing the production and making sure food security is a non-neglectable, long term and urgent task, which can realize word＇s peace and development. Governments of Every dynasty put the food security first; full of granary is regarded as a millennium. Food is a strategic industry stabilizes the world. Since The founding of new china, especially from the reform and opening-up, through institutional innovation, structure innovation, science and technology innovation, we provide millions of people with adequate food and clothing by the government, science and technology and input. Also, we balance the farm products between supply and demand, have enough food and to spare in an abundant year, and we feed word＇s 21% people use word＇s 10% arable land. This paper analyze the meaning and problem of food security, on the basis of defining the concept of food security, it introduce the generation and develop of the food security＇s weight indicator, contents and three meanings. It expounded the global problem of food security, emphasize country＇s food security is the basement and guarantee to realize other levels＇ food security. It＇s also an important component element of country＇s economic security, and even the whole country＇s security. Through the practical situation, this paper also put corresponding games： 1. construct protect mechanism of arable land resources; 2. depend on the since and technology progress; 3. build and perfect food market; 4. perfect international cooperation; 5. increase policy support vigor.
