摘　　要： 随着经济全球化的不断推进、区域经济合作一体化进程加快,临港产业作为促进区域经济发展的新的增长极,正受到越来越多的关注和重视。日本从很早开始便十分重视临港产业的发展建设,采取各种政策措施促进、保障临港产业的蓬勃发展。日本促进临港产业发展的政策措施是涵盖了国家经济计划、产业政策、港口政策、投资政策、技术政策和贸易政策等多方面,各种政策目标统一、层次性强、相互配合,带来了日本临港产业的蓬勃发展。我国近年来临港产业发展迅速,参考日本的成功发展经验有助于我国临港产业政策体系的规范和建设。 Globalization and regional integration have made the port - surrounding industries new growth pole, which have drawn increasingly more consideration and attention. Japan began to develop its port - surrounding industry early before, and have made various policies to facilitate and to ensure the development of the industry, involving national economic plan, industrial policies and port, investment, technology and trade policies, etc. The policies and measures share common objectives and are complementary, bringing the industry to flourish. The port - surrounding industry of China has developed rapidly in recent years, studying Japan＇s experience may help China to build and standardaize its port - surrounding industrial policy system.
