摘　　要： 执政能力是一种流动的政治资源,其流向从根本上取决于对静态的执政资源的占有和开发。由传统的政治理念向治理理念转变,是现代政治学高度关注的一个问题,并与党的执政能力存在着深刻的内在联系。执政资源能否得到最大限度的开发,执政理念能否得到真正的践行,关键在于执政党组织系统的开放程度及其制度化的水平。这是实现党的执政能力增量发展以及执政效能质化提升的基本进路。 Governance capability is a kind of dynamic political resources, which depends on the possession and development of the static governance resources. A conversion from traditional political concept to the governance concept is one of the issue greatly emphas：zed in modern politics, and related internally with the party ＇ s governance capability significantly. The key point of whether the governance resources can be explored at the maximum,and whether the governance concept can be actually taken effect, lie in the degree of open - up of the governance party system and its level of systemization. This is the basic route for realizing the increment - quantity development of governance capability and for improving the governance performance of the party essentially.
