摘　　要： 《城乡规划法》的出台为控制性详细规划提供了法定地位,但是控制性详细规划制度的完善同样需要借鉴一般制度变迁的规律,以制度变迁带来的制度冲突和成本问题为出发点,从法定和实践的角度分析核心法定指标,明确控制性详细规划的指标体系与政府建设和规划管理文件的关系,使法定文件与技术文件相分离。 The promulgation of Urban-rural planning law defines the legal status of regulatory plan. However, the progress of institutional transition of regulatory plan needs to learn universal experiences. Beginning with collisions and cost problems the transition causes, we should analyze key statutory indexes from legislation and practice; make clear the relationship between index system and governmental planning management, and separate statutory and technique documents.
