摘　　要： 转型经济时期,国有企业的政府政策环境不断发生变化。面对激烈的市场竞争,国有企业要保证正常的经济运转和维护企业竞争优势,必须制定和实施相应的政府事务策略,充分挖掘自身的经济实力和政府资源,回避不利的政府政策因素。 During the economic transition, the government policy envi- ronment of state - owned enterprise is continually changing. Facing the fierce market competition, state - owned enterprises have to protect their fluent e- conomic operation and maintain their corporate competitive advantage. So state- owned enterprises should fully tap their own economic strength and political resource and make corresponding government affairs, as well as avoiding the adverse government policy factors.
