摘　　要： 《城乡规划法》的实施,对于城乡规划管理范畴所带来的是制度性变迁影响,包括规范范畴的再塑和内部规则体系的重构。作为制度变迁,《城乡规划法》的影响和因应性行动,必然受到制度变迁的一般规律制约。并由此对于规则重构提出了立足于渐进过程的分类调整、立足于现实基础的分层调整、立足于合理分工的建构调整的三大规则调整原则建议。 The implementation of Urban and Rural Planning Law has a strong impact on the institutional transition in urban planning and management, ranging from criteria resetting to internal institution reconstruction, The influence of Urban and Rural Planning Law and its corresponding action are inevitably restricted by common law of institutional transition, The author addresses 3 principles of responsive action： classifying the rules for the gradual evolution, hierarchizing the rules according to reality and reconstructing the system according to the rational institution division,
