摘　　要： 香港今天能成为世界公认的最廉洁地区之一，主要得益于1974年成立了廉政公署。甚至有人说“香港胜在有ICAC（廉政公署简称）”。然而世界许多国家建立的反腐败机构收效却与香港廉政公署相差甚远，其中重要原因是香港廉政公署内外运行机制体体现了反腐败需要，制定了正确的战略，建立了强有力的专业工作机构。 Hong Kong＇s becoming one of the universally recognized places free of corruption owes much to ICAC established in 1974. It is even said that ＂Hong Kong wins in ICAC＂. There are also anti - corruption establishments in other places of the world, but they are not working as effectively as ICAC in Hong Kong. ICAC＇ s effective and efficient operation is attributable to its operating mechanism fully featured with ＂ independence＂, ＂Strategy Science＂ and ＂power of supervision and checks and balances＂ for the anti - corruption needs, a mechanism that helps work out correct strategy, a mechanism that is backed up by a strong professional body.
