摘 要: 考察俄罗斯体育管理中国家作用变化历程,探析俄罗斯体育在前苏联解体后先后经历极度放权到逐渐收权的过程。发现俄罗斯体育与前苏联时功能强大的国家体委并不相同,重收权后的国家体育管理侧重宏观管理和政策投入,影响俄罗斯体育重归国家管理的直接缘由是俄罗斯竞技体育下降、大众体育变糟以及国家体委与奥委会之间的矛盾;间接缘由是俄罗斯历史文化传统中的强国意识和国家主义的影响。 In this article, the course of development for the role Russian government plays in its sports management is investigated and the cause of this course of development is also discussed. Research findings indicate that Russian sports undergo a process of extreme decentralization to gradual centralization after the disintegration of the Soviet Union. Different from the powerful national sports committee of the former Soviet Union, Russian state sports management emphasizes the macro management and policy input. It is argued that the direct cause of Russian sports'return to the state management is the degradation of Russian competitive sports and mass sports as well as the conflict between the National Sports Committee and the IOC, while the indirect cause is the power consciousness and nationalism deeply rooted in Russian historical and cultural traditions.
