摘　　要： 关于公共行政学的历史演变,无论是按照历史阶段划分还是从范式转换角度探讨,都不能很好地理清百余年来公共行政学演变过程及公共行政学与公共管理学之间的关系。按照历史唯物主义的分析方法,我们认为公共行政百余年来始终贯彻着公共意志这一条主线,呈现出从学科的提出与形成到丰富与发展,直到今天的成熟与繁荣时期。即使按照库恩的范式理论来分析,公共管理学实质上仍是公共行政学的延伸,即融汇了公共管理范式理论的公共行政学并非是自身的结束,而是其进一步的丰富和发展,是走向成熟的标志。 With regard to the historical evolution of Public Administration, the historical stages or discussed by the paradigm, neither the process of whether it is divided according to public administration evolution nor the relationship between Public Administration and Public Management are well sorted out in the past over one hundred years. According to the historical materialism analysis method, we consider that Public Administration always implemented this mainline of all public will all the time during the past over one hundred years, taking on mature and prosperous period from the discipline was put forward and formed to it was enriched and developed. Public Management is actually the extension of Public Administration, even though it is analyzed in accordance with paradigm, that is, Public Administration which is integrated with Kuhn＇ s paradigm is not the ending of itself, but the further richness and development, and it is the symbol of going to the maturity.
