摘　　要： 近年来,非经营性政府投资项目代建制成为了研究热点问题之一。然而,对其他类型公共项目建设管理模式的研究相对较少。在分析公共项目建设管理模式改革原则和有关政策精神的基础上,从政府、市场分工的角度,将公共项目建设管理模式分为三类,即财政性直接投资为主的代建制,民间融资为主的BOT、PPP模式和多种经济成本并存、组建国有专门公司的运作模式。随后,探讨了选择建设管理模式应参考的主要标准和程序,并对项目融资、组建国有公司运作这两种较新颖的模式的适用范围、运作机理进行了阐述。 Recently, exploration of public project delivery methods has gained much interests of the academe. Agent construction method for unprofitable public projects was especially widely regarded. However, project delivery methods of other public projects were less discussed. Thus in this paper, the innovation principles and related policy tenets of public project delivery methods were firstly discussed, then different public project delivery methods were classified to three groups from the view angle of function allocation between government and market, including agent construction method for unprofitable public projects, project financing method （BOT/PPP） and special corporation with several fund source method. After that, the selection criterions arid process of different public project delivery methods were analyzed, and the application scopes, running mechanisms of the two new project delivery methods （project financing method and special corporation method） were expatiated.
