摘　　要： 残疾是个体因疾病、事故或者生理、心理系统的失调出现损伤与功能限制,进而由于社会结构障碍或者缺乏外在环境的支持而无法进行社会参与的过程。优化设计的社会保障制度安排不仅能够预防残疾,促进健康恢复,还能减少社会排斥,移除社会障碍,促进残疾人的社会参与。当前我国的社会保障政策设计缺乏对残疾过程的干预,不利于减少残疾,促进残疾人的社会参与。 Disability means the individual who experiences functional limitations caused by a disease, an injury or other health conditions, lack of inclusion in society because of the handicap of society and environment. The well-designed social security system can help to reduce illness and accident, accelerate the rehabilitation, alleviate the social exclusion and promote the participation of people with disability in society. Because of the poor intervention of social security system of China in the disability process, the social inclusion of people with disability is not so good.
