摘　　要： 各地警方对人口失踪报案多不予立案,根本原因在于理论和实践中囿于对立案条件的片面解读。根据我国刑事法律规定,对于人口失踪报案,警方必须认真受理登记并迅速进行审查,凡不能排除失踪人口被害、被绑架、拐卖可能的,都应及时立案侦查。 The majorityof the local police departments in the country do not file the missing-person case for investigation and prosecution, for the basic reason of partial interpretation of case-filing conditions in theoretical research and practice. According to Chinese criminal law, it is an imperative for the police to accept a missing-person case and examine it in a short time, and all cases shall be filed and investigated if not ruling out the pos- sibilities of the missing person being killed, kidnapped or trafficked.
