摘　　要： 首先从控制论的角度分析可控系统和可控性的概念,并分析影响城市开发项目风险可控性的客观与主观因素及其相互关系,然后从项目风险自身可控性出发将与城市开发相关的风险划分为可控风险和不可控风险两大范畴,进而应用风险效用理论对风险的可控性加以进一步分析,最后从技术控制措施和社会控制方式两个角度提出了城市开发项目风险控制的基本思路。 This paper presents an analysis of the concept of the controllable system and controllability from the perspectives of cybernetics and the relationships of the objective and subjective elements that impact the controllability of risks in city development. City development risks are divided into controllable and uncontrollable risks, and a profound analysis is made of the controllability of risks on the basis of the theory of Risk Usage. Finally, the paper presents some proposals on controlling risks in city development from the viewpoint of technology and social control .
