摘　　要： 《深圳经济特区改革创新促进条例》自2006年07月01日起施行,这是国内第一部以规范创新活动为主题的地方性法规,条例的内容既包含着许多创新亮点,同时也存在诸多不足,甚至《条例》在实施过程中,某些规定将会因缺乏可操作性而被束之高阁。从立法原理分析,解决这一问题的最好办法是颁布实施细则。而实施细则的制定,应当采用系统工程模式。 Shenzhen SEZ reforms innovative promoting regulation, which brings into effective on July 1 2006, is the first local regulation that is on theme of innovation meanwhile problems still exist. Some stipulation would be laid aside because it is short of operability in implementation. From legislation principle analysis, putting detailed rules and regulations into practice is a best way to resolve problems by adopting system engineering pattern.
